It's multipurpose, but the main purposes are
a) Immigration stuff - they only care about what's between their legs.
b) Letting families know about their kids - this should be gender, but we're really not recording that information. We're only giving them a choice of 2. There's no scale. At least we should use the word for the information we are collecting.
